Governor Profiles


Christine Russell

Christine is the Chair of the Governing Body and the Chair of the Premises Committee. She was appointed to serve on the Governing Body by Cheshire West and Chester Council. Christine has lived in the Garden Quarter for over 30 years. Her children attended the former Victoria Infants and St Thomas' Junior School. From 1997-2010, Christine was the MP for Chester and served as the Parliamentary Private Secretary to the Children's Minister. In addition to her role and responsibilities at Bluecoat Primary, Christine chairs the Board of West Cheshire College, Chester Civic Trust and the Bluecoat Committee of Chester Municipal Charities.


Richard Mabbutt

Richard has been a Foundation Governor since 2014, serves on the Finance Committee and is Link Governor for P.E. and Pupil Premium. He has two children studying at the school. He is a Project Manager by profession and has worked for several companies in and around Chester. He enjoys walking, cycling and swimming.


Ian Coyne

Ian was elected parent governor in 2015 & serves as liaison governor for the children's School Council and the school website, as well as on the Premises Committee. He has children all over the school, with second daughter Eve among the 2017 Year Six leavers, Poppy two years below her & son Elijah in the 2017 September nursery intake. Eldest daughter Lauren also attended our school. Formerly Racing Post football writer he now runs his own textile recycling company & occasionally writes freelance articles on political economy.


Guy Bengree

Guy has served as Staff Governor since 2012 and sits on the Teaching and Learning Committee.  A teacher since 2007, he has previous experience working in Local Government project management, Regeneration, Banking and Public Relations. Guy has two children attending his local primary and high schools and enjoys writing and playing music in his spare time.


Anna Shaw

Anna has been an Associate Governor since Autumn 2015 and sits on the Teaching and Learning Committee. She has a child in Y1 and two more to follow him into Bluecoat in the years ahead. Prior to moving to Chester for her husband to become the Vicar of Christ Church Chester (near the fire station) she was a teacher for ten years and consulted for Guildford Diocese in matters relating to the RE Curriculum. 


Jan Shaylor

Jan has been a Foundation Governor since March 2016. She serves on the Finance Committee and is Link Governor for Science. She has 35 years experience working in education, specialising in computer science, and is Professor Emerita at University of Chester. Jan is a member of the PPC at St Thomas of Canterbury church. She enjoys singing and performing in local choirs and community theater. 


Shirley Khalifa

Shirley is currently serving as a Co-opted Support Staff Governor and sits on the Teaching and Learning Committee. She has been working in education since 1992 as a TA and 1:1 Support. Shirley has been working in school as a Family Support Worker since 2012. She has four adult children and two grandchildren.


Susan Harrison

Susan has been a Governor at the school since 2007, previously a Parent Governor at St Thomas of Canterbury and now a Foundation Governor for the Blue Coat Foundation, serving on the finance committee, Performance and as link Governor for English. She has two children both former pupils of Victoria and St Thomas, her eldest is at University studying languages and youngest at Queens Park High School. She served 7 years as a Trustee for a National Children’s Charity and was part of the Finance and risk committee, she became a Trustee for Age-UK in October 2016. Susan is a Chartered Accountant by profession and has worked in many roles in the local authority, in ICT, education and Adult Social Care, currently working as a Management Accountant and Business Information within the NHS.


David Hughes

David has been a Governor of the former Victoria Infants School from about 1976 until its merger with St Thomas, C of E School. He has served as a foundation Governor since the merger and was the first Chair of the Chester Bluecoat C of E School. He is the Vice Chair at present and serves as Chair of the Finance Committee and is Link Governor for Mathematics. He was formerly Dean of Students at what is now the University of Chester. He enjoys walking and is involved with his local Church.


Jan Tapp

Jan has been a Governor since 2012, becoming a Foundation Governor in 2014. She is Chair of the Teaching and Learning Committee, Early Years Link Governor and Community Governor. She has spent over 30 years working in Early Years and KS1, initially as a teacher, then as lecturer in Early Childhood Education and Care. She is an active member of the Garden Quarter community.


Sue Richardson

Sue has been a Foundation governor from St Thomas's church for many years; firstly at St Thomas's school, then sitting on the shadow governing body during the amalgamation with Victoria Infant school & continuing now with Chester Blue Coat. She sits on the Teaching & Learning committee & is the link governor for SEN & Safeguarding. 
She retired 18 months ago from Dorin Park special school & now has more time to spend on her hobbies of travel, cooking & reading.
